In a resolution passed by the Odisha Government, Chief Minister Naveen Patnaik has announced that there will be a 15% reservation for government school students in the state run medical colleges in Odisha along with the engineering colleges from the 2021-22 academic year. The decision was both supported by the BJP and Congress parties present in the state. This decision of the reservation process covering all quota students was taken under the recommendations of a high-powered committee headed by Justice AK Mishra.
The new quota won’t exceed the maximum 50% ceiling quota as the state at present provides 12% quota for ST and 8% quota to SC students in MBBS and BTech admissions. The aim behind this reservation was to give more chances to government school students to these courses seeing their falling numbers. The Chief Minister mentioned that this wasn’t because of lack of merit but because of the lack of proper coaching facilities to them.
The CM also mentioned that getting admissions to these professional courses requires specialized training which is available in coaching centres mostly in urban centres which requires a good amount of money. These students studying in government schools lack both physical and financial access to coaching centres resulting in their falling numbers during the admissions.
Looking at the statistics of these students, the chief minister stated that 86% of students in Odisha are in government schools while they fill up 23% seats in state medical colleges and 21% seats in engineering colleges whereas nearly 12% students studying in private schools fill up almost 60% seats in both medical and engineering colleges which shows the inequality affecting majority of students.
The minister also said that having this reservation for government school students will give them a fair chance to the intelligent and talented ones who do not have the resources to enroll in these coaching centres which play a major role in national entrance examinations for medical admissions as well as admissions to other courses.
